Q and E don't navigate menus?

Hello. Im playing the PC version using mouse and key.
The menus say, or appear to say, that Q and E change the pages to navigate the menus but it doesnt seem to do anything. I can’t go to the next page in the “modes” section.

Im assuming there are multiple pages because of the dots at the bottom of the screen look like they signify multiple pages, but I cant be sure.

Am I doing something wrong here?

Ok I figured it out.
You have to select your mode tab with the mouse, then click on the window of whatever mode you selected, then you use the arrow keys to change pages.
Fascinating.
